CHAPTER RESCUE PROCESS AN OPTION FOR CHAPTER IN DIFFICULTY

San Gabriel Valley Chapter members have been demonstrating two major problems faced by local chapters today, (1) recruitment and retention, and (2) inability to acquire interested and qualified leaders.

Over the past few months, these issues brought the chapter through a delicate process of assessing the current situation, identifying courses of action, conducting a membership vote, and now trying to determine the chapter’s future.

COL George J. Gliaudys, Jr., COL, AUS (RET), the chapter’s interim president, West Covina, CA, recently provided this update:

“The SGV MOAA Chapter held its regularly scheduled dinner meeting yesterday, October 24, 2007. The membership had an opportunity to discuss and then those eligible and in attendance voted on the three proposed courses of action for the chapter’s future direction. The results were tablulated by a committee of three persons: Col Art Isensee, Council Treasurer, standing in for Bill who was unable to attend and perform the function, COL William Sullivan, adn LTC Ron Mosier.”

COL Bill Reals, USA (RET), the Area Director, has been working closely with chapter officials to resolve the issues quickly and effectively. The focus was on the possibility of creating a subchapter (satellite) with Rio Hondo Chapter as host. See page 58 in the Council and Chapter Policies and Procedures Guide.

COL Gliaudys continued, “The announced results of the balloting were as follows: 6 votes for remaining in operation without any changes; 5 votes to dissolve the chapter and return the charter to national MOAA; 3 votes to affiliate as a subchapter with the Rio Hondo MOAA Chapter; and 3 write-in votes for expanding he eligibility of membership to spouses and auxiliary members.

As no proposal gathered 51% of the votes–the result is that there will be no change in direction and the chapter remains as it is currently organized.

However, after the results were announced and upon a call for members to step forward to form a nomination committee to select a slate of officers and directrors for the upcoming 2008 term, none present offered their services. It was put forward to the membership that the current slate of officers is not seeking to continue in their offices. The Board of Directors will consider the implications on the chapter of having no slate of officers to fill the upcoming vacant positions in the 2008 term at its meeting in November.”

One more opportunity, perhaps a last chance, for this chapter is the MOAA National “Chapter Rescue Process.” See page 47 in the Council and Chapter Policies and Procedures Guide.

I am very saddened by the situation facing the members of San Gabriel Chapter MOAA. I can recall only attending one of their meetings & that was over a decade & 1/2 ago. My concern is because of two particular friendships. I became acquainted with both of these gentlemen circa late 1980’s. Ray Scott was the hyper TROA individual most responsible for the formation of the High Desert Chapter (Barstow Area). But much earlier though he also was the leader in the formation of the San Gabriel Chapter. Then later he was responsible for chartering an Alaska Chapter. Most unfortunately for our organization we lost Ray about 4 years ago while he was still so highly involved. Arthur “Ike” Isensee was the other of my very close associates from those earlier days. He too had a long affiliation with San Gabriel Chapter and of course including being the President.
Although these remarks will not assist those most involved in the current Chapter affairs I feel they stem from connections that should be related.
