Arrival/Hotel Check-In/All

Hotel Manager Hosts Atrium Reception for Registered Guests the hotel will provide a no cost open bar social event, an opportunity to meet old friends and make new ones.
6:30-7:15pm
No Host Area Dinner Local Restaurant
A first meeting of area chapter presidents with the AREA DIRECTORS, consideration of the issues, and planning for tentative actions on Saturday.
8:00-9:30pm
Executive Committee Meeting (Open Meeting/All Invited)

Presentation of recommended 2008 budget for approval.
National MOAA Perspectives
Col Lee Lange II, USMC-Ret will present a comprehensive briefing on National MOAA opportunities, challenges, and achievements with specific focus on emerging trends likely to have an impact on chapters and members nationwide. He will brief on what going on around the country and offer “best practices” advice and counsel.
MOAA National Scholarship Program
BG Wayne Hoffman will give briefing on the opportunity, description, nature, scope, and details of the scholarship program.
Area Meetings
Chapter presidents will have an opportunity to meet with the AREA DIRECTORS to discuss chapter trends, events, activities, opportunities, and challenges. AREA DIRECTORS will be expected to prepare a brief summary report to the larger assembly.

The AD will give a brief summary report on the status/health of the chapters with a focus on trends and future prospects.
Legislative Affairs
Col Bill Gavitt, USAF-Ret, Council Legislative Chair will introduce Mr. Pete Conaty, a lobbyist retained by the California State Commanders Veterans Council, of which CAL-MOAA is a member, will provide a comprehensive update of federal and a long list of California legislative actions with objectives and outcomes provided. CALMOAA currently provides $1000.00 per year to
support Mr. Conatay.
Strategic Plan Implementation/ACTION ITEM
At the time of Rally 2006, last year’s Annual Meeting, the Council Of chapter presidents approved a new Council strategic plan authored by CDR John Sammons. The ten (10) strategic goals were to be implemented as resources became available. A status report on the goals implemented in
2007 will be provided. The Council of Presidents will be required to indicate which new goals are to be implemented in 2008, if any.
Election of Officers for 2008-2009/ACTION ITEM
In accordance with the bylaws, Article VI, the Council of Chapter Presidents will elect a president and vice president for the period Section D makes provision for voting by general consent, voice vote, or by other means. The Nominations Committee has presented a slate; however, nominations can be made from the floor as long as the candidate has submitted a biography 24 hours prior to the scheduled election.

Luncheon Recess
This is going to be a delightful locally famous barbeque luncheon. There are tentative plans to have a distinguished speaker, likely a general or flag officer, who will provide some perspectives on the War On Terrorism, identifying war-fighting and technology trends and very likely the
performance of armed forces personnel and their needs/wants in terms of earned entitlements and basic benefits. A speaker has been invited but has not been confirmed.

Auxiliary Member Briefing
Mrs. Anne Patton a Member of MOAA National’s Auxiliary Advisory Committee will explain the status, needs, interests, and capabilities of auxiliaries throughout the country.
Chapter Support
Over the past year there have been a number of interesting Initiatives, many still underway, that will serve as models for future action, including the following:

–Satellite Chapter Options/Chapter Rescue/COL Reals
–JROTC San Francisco, Marin, Los Angeles Issues/LCDR Barber
Council Organization Structure/CDR Sammons/ACTION ITEM
As the Council moves into 2008 it is important to have an effective structure in place. Is the current structure outdated? If so, how should it be changed? What will be the roles and responsibilities of Area Directors? Should the AD system be abandoned? Should the AD system be
modified to a fewer number of areas? This will be the opportunity to discuss and debate the current organizational structure and develop a model to carry CALMOAA forward.
Statewide Communications/CDR Burke/ACTION ITEM
How should the Council communicate with its affiliated chapters in the future? Website? Web Log? E-mail? On-line Newsletter? U.S. Postal Service? Print copy newsletter? Telephone? Other?

Best Practices-Small Group Issues Discussion/Group Facilitators
If time permits we will break out into small group interactive sessions, divide up into small groups, assemble in a nearby suitable location, choose a group facilitator, discuss the assigned issue, summarize ideas and best practices, and later provide a brief summary to the larger assembly.
Group 1 – How to get participation by drilling reservists?
Group 2 – How to plan meetings for diverse groups?
Group 3 – How to get younger officers to accept leadership roles?
Group 4 – How to increase meeting attendance/support for chapter?
Group 5 – How to get widespread participation/those retired & still working?
Group 6 – How to recruit and retain new members, especially younger officers?

The elected president and vice president for the period 2008-09 will be installed in accordance with the process described on page 67 in the MOAA Council and Chapter Procedure Guide.

Featured Speaker
The intent is to have a speaker who will give members and guests a unique perspective on geopolitical challenges and problems as they relate to United States security around the world. An invitation has been extended to a distinguished diplomat; however, there is no confirmation to date.
