    EXCOM SETS AMBITIOUS NEXT YEAR PROGRAM

    Legislation
    In order to demonstrate true membership value a greater priority must be placed on development and passage of key legislation in support of the younger generation officer.

    Federal Legislation
    Efforts will be made to encourage and assist chapters to design, develop, and implement legislative alert procedures in support of MOAA initiatives. Numbers matter. The intent will be to motivate chapters and members to contact legislative offices as appropriate even when proposed bills will impact only the younger officers.

    State Legislation
    There are really two requirements: (1) Encourage chapters to identify state legislation needed to satisfy perceived legislative needs and wants and (2) assist a currently dysfunctional California State Commanders Veterans Council (CSCVC) to solve the Pete Conaty & Associates retainer problem, essentially raising the necessary funds to support Sacramento advocate/lobbyist efforts.

    In short, primary emphasis will be placed on providing the legislation expected by currently serving active duty and Guard/Reserve officers, thereby attracting younger new members to the association and speeding the transition from TROA to MOAA.

    Chapter Support
    Continue to place the Council’s on chapter service in direct support of National MOAA’s “Year of the Chapter” initiatives, events, and activities.

    Area directors will have the key role, providing general and direct support services, as they are positioned to provide highly personal and timely assistance and in turn help bring success to both the Council and its affiliated chapters.

    The Issues
    MOAA will be trying to address and assist chapters with relevance, leadership succession and membership/recruitment challenges. The Council will communicate its capabilities, improve specific support levels, and upon invitation provide management consultation services in the form of advice and counsel as well as provision of available financial, material, and other resources.

    The Initiatives
    The Council will focus on chapters in trouble and provide information about revitalization and organizational realignment to a satellite structure; tips for “Give Me 10!” success will be offered; chapters will be given ideas to improve fund raising, public affairs and publicity, and communications/website capabilities.

    The Council will schedule an EXCOM meeting in the May 2009 timeframe and set the 2009 Annual Meeting concurrently with the MOAA San Diego national meeting.
