ARTICLE X -- PARLIAMENTARY AUTHORITY The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern the meeting of all CAL-MOAA organizations in all cases for which they are applicable and in which they are not inconsistent with these Bylaws and any special Rules of Order or Standing Rules CAL-MOAA the organization may adopt. The CAL-MOAA Parliamentarian shall advise the CAL-MOAA president, presiding officers and, when asked, Affiliated Chapter Presidents, Designated Delegates, Committee Chairmen, Staff and individual participants on matters of parliamentary law and procedures.
ARTICLE XI -- AREA COORDINATION Since the Chapters will normally meet separately within their own Areas, coordination of activities is essential. To this end:
1. State Directors shall exchange agenda information well in advance of their respective meetings so that adequate provision may be made for all Chapters to vote on major proposals as rapidly as possible.
2. Any officer or Affiliated Chapter who submits a proposal for CAL-MOAA action which clearly involves the entire Council, shall submit the information for consideration as an agenda item to all State Directors.
3. Proposals for action by the Council shall normally be in the form of a Resolution or motion, which can be voted on, in the same format, and essentially the same wording, by all Areas. The Resolution or motion shall not be binding upon the Council until approved by all Areas. The Executive Committee shall have the authority to resolve inconsistencies in wording, or amendments to the original resolution or motion, when the versions passed by all the Areas are not exactly the same.
4. State Directors are authorized to appoint or have elected from within their respective Areas an Alternate State Director who, in the absence of the State Director, may represent the Area at meetings of the Executive Committee and the Council of Chapters and will be authorized to vote at such meetings.
ARTICLE XII -- CEREMONIES
Section A. The Flag Unless manifestly impractical, the Flag of the United States of America shall be displayed and honored at all CAL-MOAA organization meetings.
Section B. The Prayer In consideration of retired officers of varying faiths, all prayers offered by chaplains and others at CAL- MOAA functions shall be nonsectarian and compatible with the beliefs of all faiths held by large numbers of United States citizens.
