SUMMARY MINUTES
ANNUAL MEETING CONVENES Call to Order – Col Warren Enos, President CALMOAA Invocation Pledge of Allegiance – LTC Stumpf
Roll Call/Determination of Quorum COL Loughran Twenty nine (29) affiliated Chapters and one (1) nonaffiliated chapter Tulare-Kings County reported as present. Eleven (11) chapters are required for a quorum.
State Director Installation – CAPT Warren McDonald USCGR administered the oath of office to the following Area Directors: Area 1 – LTC Mort Jarvis Area 2 – CAPT Jim Torres Area 3 – COL Robert Colbern Area 5 – CDR Gene Talmadge Area 7 – CWO$ Robert Ramirez Area 8 – COL George Swick Area 4 Director Capt Greg Horn was unable to attend but will continue in the position. Council Focus for 2009 – COL Enos ATTACHMENT (E) COL Enos personally commended the following individuals for their continued support for CALMOAA and its affiliated chapters: CDR Bob Burke, CDR Jerry Loeb, CAPT Jim Torres, LCDR Steve Barber, CAPT Mark Shafer, CWO Phelps Hobart, LTC Tom Lasser, CDR John Sammons, COL Bill Reals State Director Reports Directors of Areas 1, 2, 3, 5, 6, 7, 8 gave brief reports on the health and status of the chapters in their respective areas. The common thread was the difficulties in recruiting and getting members to accept leadership positions. Area 8 is probably the most healthy area since it is geographically located in San Diego County and has a large active duty population. COL Gavitt recognized the outgoing Area Director MC Bob Butcher with an appropriate Certificate and presentation speech. MOAA NATIONAL BRIEFING Col Lee Lange II, USMC-Ret briefed the Council on National MOAA focusing on emerging trends that are likely to have an impact on chapters and members nationwide. He briefed on what going on around the country and offered “best practices” advice and counsel. He emphasized that national knows that our major problem lies in getting new chapter members. In fact, Admiral Ryan has designated 2008 as the year of the chapter. MOAA National plans for its major efforts to be channeled through the EXCOMM and for its major target to be Members of National MOAA that are not Chapter members. There are about 30,000 National MOAA members in California of which about 6000 are Chapter members. Our national membership of 367,000 includes 64,000 Auxiliary Members. MOAA continues to be the leader of the 69 military agencies in the DC area. LEGISLATIVE AFFAIRS Col Bill Gavitt, USAF-Ret, Council Legislative Chair on the various State and National legislative initiatives. He highlighted the need for the veterans community to continue support for MAJ Pete Conaty USA (Ret) , the Legislative Advocate for CALMOAA The California State Commanders Veterans Council (CSCVCC), of which CAL-MOAA a member, is made up of about 19 California Veterans Organizations has pledged $6000 per annum for the current services of a lobbyist. All members of the CSCVCC are supposed to contribute. The Legislative Forum is attached as ATTACHMENT (F) and the biography of MAJ Conaty is attached as Attachment (G). COL Enos sought a sense of the council opinion on two issues. Will the chapters commit to a formal legislative alert procedure? The response was positive. Will the chapters donate towards a $6000 per year retainer for Pete Conaty? The responses in this case were mixed. While most agreed that the organization needed a Legislative Advocate they were unwilling to commit to funding the contract unless hard dollar figures are presented. Will be revisited later when more information is available AUXILIARY BRIEFING Mary Kalinyak briefed the council on Auxilliary matters within the state and nationally. COL Enos sought a sense of the council opinion on supporting Mary Kalinyak and her efforts to engage auxiliaries. Those present were supportive of this question. Her remarks are attached as ATTACHMENT (H) STATEWIDE COMMUNICATIONS CDR Burke briefed on the website and its capabilities and potential uses. He related that Chapters do not take advantage of the sites capabilities and encouraged greater use of the CAL-MOAA Website.. PALM SPRINGS CHAPTER BRIEFING Major Judith Tilt and CWO Bob Ramirez of the Palm Springs Chapter briefed the Council on Chapter efforts in DC regarding Medicare and TRICARE for Life Issues. The Legislative Affairs Committee made its second trip to Washington, DC during the period March 31 to April 5, 2008 to lobby congress to permanently fix the flawed SGR Formula and to stop further Medicare reimbursement cuts to physicians. A trip report is attached as ATTACHMENT (I) OLD BUSINESS There were no old business issues to be discussed.
